I don't think these are actually postage stamps, but rather seals to place on the back of the envelope for decoration (and to "seal" the envelope, I guess). Better than licking?

You're right. When I was filling it out, I didn't recall seeing the value of the stamp on it. It's free, can't go wrong with that.
