It's an alligator clip and some plastic tubing.

Cost to build: $1.99 for a ten pack of clips. Tubing. At MOST, $50 for 1000 feet. Probable cost of supplies: $0.20

Cost to ship: hopefully it fits in an envelope at letter rate for $0.34.
