Freaky reset problems.

I couldn't find if this issue has been brought up before but my computer refuses to even post (no video) if I reset it. This also happens most of the time if I turn it off and on again. It will start 50% of the time if I let it stay off for about 15 minutes. The wierd thing is that once I get it started, the computer runs fine and is pretty stable. But if I restart or hit the reset button the problems crop up again. Anybody have any ideas?

Motherboard:Iwill KK266
RAM: Micron PC 133
Processor: 750 Duron.
OS : Win2000/98 dual boot.
 
This has been talked about quite a bit here actually. Sounds like power supply. Durons are finicky.
