Actually, it's the "Fraternal Order of Police", it's an organization made up of law enforcement officers. The organization does a lot of different things, some charity related work, it sets up officer support groups etc etc. If you contribute (donate) to the organization you get one of those F.O.P. stickers......

Hmm..so those are the police guys who call up and ask for donation whenever I move to a new apartment

It means you'll likely get a warning instead of a ticket when you get pulled over by a copper;) j/k...or maybe not!

A $5 dollar donation gets you nothing. Write 'em a check for $1000 and you won't be getting tickets unless you kill someone.

Actually, the FOP generally looks out for it's member officers, but the organization also does a lot of very good things. Take a peek here for more info: FOP

look on ebay for a FOP badge or sticker, put it on your car, slip one in your wallet and "accidentally" let the officer get a peak. Tell him you got it from a cousin or something like that. It works pretty good unless you're just being stupid.

experience. Plus i know another guy in NJ that got one. I know there's different types of police organizations too depending on your area.
