What does the new law say? The article does not put any argument forward. Cuba & China most definitely have different reasons for censorship. How does the new law compare with recent legislation of other countries?

this law is about the protection of intellectual property (similar to what the RIAA is doing in the USA) - IMO it's a bit over the top to compare this with China and Cuba. Maybe you should change the title to "France takes USA as example"

New sanctions
Service providers in France must now provide information on their subscribers when asked by authorities. The AFA (French ISP association) says it receives 700 identification requests every month. Most requests have to do with payment problems on line and have never concerned downloading. But that could soon change. Following the US example, where law has allowed judges to prosecute Internet users, France is also preparing to implement new sanctions in this area. The new digital economy law (LEN) in France affords new protection to intellectual property. It could allow similar cases against Internet users in France.
