frames per second counter in windows?

Windows always runs at the refresh rate of your monitor,no counter necessary.

1. I find it smoother (higher frame rate) when I decrease the resolution. So I am not sure if the refresh rate equals the frame rate.

2. Also, programs seem faster in lower resolution (not higher frame rate, but faster responses).

1.pretty much every monitor runs at higher refresh rates at lower resolutions.
Check your manual(or google) to see what refresh rates your monitor gets at each resolution.
2.could be that you pick up on the smoother movement of the mouse at the higher refresh rate and your brain fools you into believing that everything is smoother.
