Framerate issue with videos

This is a weird problem and it just started happening. When i'm watching videos the framerate gets really slow, like a high end game running on a low end computer. It will run like this for a few seconds then go back to normal, then back to choppy again. I've tried WMP10, Divx Player, Video Lan, Power DVD all with the same result. Here are my specs:

AMD 3200+
1GB OCZ 3200 RAM
ATI x800XL PCI-E
Sound Blaster Live!

open task manager while your watching a video. see if any what process is taking up cpu usage. what type of video codecs does it happen with??
 
the CPU usage is anywhere from 13%-22%, Explorer.exe is taking up 51k of memory. It seems to be doing it with the Divx Codec. But I also have some movies that uses the Divx Codec that it runs fine. This has really got me stumped.
 
What kind of video are you displaying? What is the source (CDs playing high rate videos can do this)?

Based on your machine specs, I would suspect slow media.
 
Thanks for the help guys. I got the video working and the audio working. I just had to enable the Uncompressed option under the codecs.
