Frame Rate Limiter

Hello; I was wondering if there is any application out there that will let you limit the frame rate of your games to anything you want (like VSYNC, but adjustable). I'm doing some experimenting with my perception of smoothness.

You can use dxdiag and on the "More Info" tab there is a button in there to force a refresh rate.
