Frame a program in Windows XP?

So I installed some "program" last night. There's an option to switch between full screen and window mode. However, I can't move the window around and it's always on top of everything else. There's no way to switch between this program and any other program I'm running. Pushing the Window Start button on the KB usually takes me to the desktop, but I can't do that w/ this program. Alt-Tab brings up the short list of programs that are running, but I can't switch to any of the programs on this short list either. Any tips?
 
Contact the "vendor" of this "program" ?

The vagueness of your post leads inescapably to the conclusion that this is warez, pr0n, copyright infringement, or all three 🙂
 
It's an original program I purchased and imported from Japan. I guess the programmer wanted people's full attention when running this program. No big deal, I'll just do some more googling and see if I can find a way to put a frame over this program.
