fragmented looking on boot up and wont go into windows

every once in a while only when i restart my PC as soon as it starts booting up the screen looks all fragmented. At first, i just thought the graphics card wasnt plugged in all the way but it is. If i just hit the restart btton it does it again. Only if i turn it off and wait 30 seconds will it start up normal. whats going on? its a brand new XFX 7800GT card... or is it even the graphics card causing this?

no, no crashes, it only happens every once in awhile. only when i restart it
