FPS games lag(max fps, 30ping)

SO hi guys, i have some problem, i have good pc and internet connection, but in all FPS games i can notice that other guys have advantage on me, like all prefire me and charakters are like papers and they are moving faster than me, i have some examples on my youtube channel https://www.youtube.com/user/KarloProMusic/videos
Also i have changing some settings on pc, like page file and services, and i could play ava like normal, there wasnt (lags) like before, but when i restart my pc, its like before, any1 can help me fix? thanks

Go ahead and post your system specs including the monitor. What games are you playing btw?
