FPS dropped 150+ pts by restarting.

I'm using Ati Tool to OC my 9800Pro (results in sig, as well as my rig) yesterday my FPS in the 3D view was about 260 on average, and my 3dmark03 score was 6500, and today after a restart my FPS is around 82 on average and my 3dmark03 score is about 3200. What gives? All I did was restart my computer and now the video performance is cut in half, I'm really confused here.
 
VSync wouldn't affect the 3Dmark score though, would it?

Basically, vsync is the limit that you card will display images to the screen since the monitor can't go higher anyway. It reduces visual tearing (when a screen is drawn before it is finished being rendered), but also reduces the rate of the other game logic (AI, Physics, etc.). Common vsync values are 60, 70, 75, 85, 120.
 
Since it's at 85fps and your monitor is probably at 85Hz, it is probably VSync.
Turn it off.
RTFM if you don't know how.
 
I know how to change the frequency of the monitor and actually it's at 75hz, but none the less no I do not know how to turn off VSync, any takers on explaining this to me?

And call me stupid, but what the heck is RTFM? I'm forum savvy, but I still miss out on a few things.
 
Ok, after going to work for 3 hours and leaving my PC alone, the FPS in ATi tool went back up to 260+, then after I was toying around with rthdribl, it dropped back down to 85. I have no clue what's going on here, anyone wanna help me out?
