Question Foxit pdf Editor move file left or right up or down ?

Hi All
With a Microsoft word file when you have opened you can click the upper blue ribbon and move it left or right ,,,up and down of a computer screen to reposition it,,,,Is that applicable to Foxit pdf Editor file ? I tried it but I failed
