I don't know for sure what you mean by hardware utility, but on my MSI board with Corecenter it does the same thing yours does. About 50% of the time it'll cause a restart/freeze when loading it in WinXP. I bypass this by ending the corecenter.exe in the task manager and then just open it manually which causes it to run fine.
