Foxconn Black Ops HELP

Hello there..
I need some Help..Just recently bought the Blackops...previously had Asus Mobos ME and RE.....so i decided to try the foxconn...

I CAN'T for the life of me find the proper settings to oc.
Here's the hardware:
E8600, CellShock ddr3-1866 (blue), Mach II GT phaze change, and a single Raptor 150

CPU at idle is -43, at 4.6Ghz..it was -31.
I can never do more then 4.6Ghz..!!!
problem is, this very E8600 managed 5ghz on Asus ME mobo with H2O...!!!
so, i know the cpu is capable...but the damn mobo has too many tweeks...

Any help would be appreciated..M new to AnandTech...I heard some great Ocers surfe here....
