Given another million or so years of evolution I bet such a species could develop the ability though...The article says due to the layout of the feathers and appendages that the creature would have had trouble flapping its wings. So, obviously, that somewhat negates the benefits of having wings for flight. I doubt, barring explosive bowel movements, that the thing would have had any other means of propulsion beyond flapping.
