EDIT 3

Ok, so I tested the motherboard outside the box. Tried the following combinations:

Reseated CPU, installed HSF-didn't work.
Tried with video card-didn't work
Tried without video card-didn't work
Took one stick of RAM and tried in three different slots-didn't work
Took other stick and tried in three slots.didn't work.

I keep getting the following mesage through the Asus Vocal POST Reporter.

"System failed CPU Check."

After some searching, I found out some Asus owners have had this problem as well. I had the same problem with the old motherboard, so it should be the chip. Anything else you suggest?

Thanks,
Kishan

EDIT 2
Asus Vocal POST Reporter says SYSTEM FAILS CPU TEST. Does it mean what I think it means? The HSF is properly attached, and the AS5 was applied correctly. I also tried clearing the CMOS, but no dice.
Thanks,
Kishan

EDIT 1

Ok, CPU HSF spinning, Case fan spinning, Video Card Fan Spinning, as well as the Blue LEDs are on. However, the monitor stays in power save mode. Whats wrong?
Thanks,
Kishan

I will be following mechbgon's guide, but I had a question. I have a retail A642800 with the thermal pad. Screaped off the excess, but should i use a solution to clean it? Also, any other things I should do when rebuilding? My specs are:

Antec SLK3700BQE with PSU
A642800 with retail HSF
Asus K8V Se Deluxe
Corsair XMS 512MBx2
Seagate 200GB IDE
BFG 6800OC
NEC 2510a
Samsung 997DF
Windows XP Pro with SP2 slipstreamed

Are you going to be putting thermal paste on the HSF? If your are scraping off the adhesive on the heatsink should be followed by wiping off with alcohol. Other than that you are ok.

I don't know whats wrong-the vid card fan is spinng, yet theres no signal to the monitor. It doesn't say no signal detected, the monitor light just keeps blinking.

Tried using a different monitor, but the same problem occured. To get the vid card to screw in, I have to bend the case a bit. Do yo think I should not screw in the card? This is a brand new card.

Ok, three things:

1) is your ATX12V cable plugged into the K8V SE Deluxe, the fitting's up at the CPU's 10-o'clock position

2) that video card... :Q I like Antec's products mostly, but I would think hard about powering a 6800OC with an Antec SL350. But then I'm crazy like that, don't like seeing stuff pushed near its redline. I'd be thinking about one of those ~475-watt Enermaxes with the dual 12V rails here.

3) Is the motherboard mounted on the standoffs? (yes = good) I'm asking because it sounds like your video card isn't getting fully seated in the AGP slot. Look again at the first three photos here and make positively sure that the card's in all the way. You might need to pull it out and take another approach at the slot. If it doesn't want to fit, maybe the motherboard is bolted down a little askew... try backing off the mobo's mounting screws a couple turns, seat the video card, then tighten down the mobo again. If all else fails, revert to the benchtest scenario.

4) check that your keyboard is not in the mouse port, or vice versa. Mouse = green, keyboard = purple.

thanks for responding mech-I wanted to thank you today since I followed your guide. A vanilla 6800 can't be powered on a SL350? I think you were referring to the 6800 Ultra. Standoffs and ATX12V are done. I had a similar problem before, where I would get to the Windows slider bar in XP Pro, the slider would be done loading, and the screen would go black, and the monitor would go into power save mode. Everything has been replaced except for the CPU/HSF (the HSF does spin.) The AGP Card clicks in though-I can't say any of the gold contacts, so it is properly seated. Could this be the CPU?

Ooops, I think you're right about the video card, I was thinking of the uber-expensive Ultra. Still, could you test the system as it stands, except with a low-power video card like an old GF4MX or something? Also, you describe a problem you had "before," what happened that time? Same hardware, or something else?

it could be as easy as a ide cable flipped. check out your whole pc, maybe take out everything that isn't necessary to boot and start there (mobo/cpu/ram/video/hsf).

Hmm, I'll try to get a different vid card.

Heres what would happen before.

Computer would POST.
The Windows XP Pro logo would display, as well as that slider bar. The slider bar would be moving and finish. Thn instead of seeing that Welcome Screen, I would get a black screen. After about 3 seconds, the computer would stay on, but the monitor acted as if it was in PowerSave mode. This happened with about the 3 working monitors I had.

Since then I have gotten:
New PSU-Antec SL350
New Case- Antec SLK3700-BQE
New RAM-Corsair XMS PC3200 512MBx2
New Hard Drive- Seagate 200GB IDE
New Mobo- Asus K8V SE Deluxe
New Vid Card- BFG 6800OC (vanilla not the uber expensive one:))

The only common factor is the CPU and HSF, but I cleaned off the old thermal pad, and properly applied some AS5.

The only notable thing I could remember was that if I flicked the off switch on the PSU (Antec TruPower430) for a day or two, the unit would be fine, I would be in Windows for about 20 minutes. Then the monitor would go into Powersave mode and I could do nothing. Rebooting would also do nothing.

i've checked the connections and they're A-OK. Reseating the vid card did nothing.

try a diifferent cpu. try reseating it. remove EVERYTHING except motherbaord, ram, and graphics card. leave all ur pci cards out and hard drives disconnected. also..try leaving the atx and 12v power connector disconnected for 15min and clear the cmos.

i tried reseating it, but that didn't work. I also cleared the CMOS and that didn't work either.

try different parts. take all the unnessesary things out. try ram stick by stick. use a different graphics card. change cpu. did you knock any resistors off the motherboard?

its not really that difficult to find out whats wrong. just change parts out and if it works then u know that part is bad. if it still doesnt work after different cpu, ram, and videocard, it is most likely a motherboard issue or power supply issue.

You have the cpu in the right way? Alignment markers lined up. If it is try taking off the heatsink pull up the lever push down on cpu and close the lever.

the cpu slides in effortlessly, then clicks down when i press down on the latch on the socket. HSF is installed correctly, and there is a paper thin layer of thermal compound on the CPU.

Maybe it may need a bios flash. I posted this on AMD's forums, and they said people with the same problem had to update their BIOS.

cant u just try a different cpu?

Asus EZFlash. Read that thread over at AMD Forums. There is a link how to do this within the thread. People were having the same exact problem.
