Found A Computer

I am working in South Lake Tahoe this week. I got out of my truck and out of the corner of my eye I saw something on the edge of the road. It was a computer. I wonder if people are tossing them now instead of paying to dispose of them?
It's older but all there. It's missing the power cord so I can't fire it up.
