I've been playing for a bit and so far I haven't had to buy another car, just been using the ones that I've won or were gifts for leveling up, coming up on lvl 25.

I still have the last two races in proving grounds that I haven't done yet, light weight & heavy weight, because I don't have a car for them. Do you win a car that can enter these races or am I going to have to buy cars for them?

I haven't played the game in a while, but I played in the Europe region, and if memory serves, I was given an Aston Martin that qualified for Heavyweight (though it wasn't competitive), and won some crappy lightweight car - I had to buy a Vauxhall VX220 anyway.
 
Just buy one...or if you wanna save a few $$'s buy one for $5,000 at the Auction house...or heck, I probably have one I can gift you if you want it...
 
yeah, buy one. look ahead at future races and figure out what cars you want that you can use later.
