forwarding resume etiquette

My friend is looking for a new position and I told him I would forward his resume to some people I know. Is it proper to cc my friend's email when I forward it or should I let the manager contact him if they are interested? I was thinking about cc him so he would have a contact if necessary.
 
I have always sent the resume (which contains contact information) without CC'ing the referred party.

I would not CC your friend on the email you write to your manager or whoever you are sending it to.

Let your manager/HR person determine if they want to reach out to your friend.

Do however, let your friend know that you have sent their resume to your manager.
