Forum Usage Policy

I am curious on the usage policy of the anandtech forums. From reading the FAQ, it seems pretty lean on details:

"9. Sometimes a moderator will delete a thread, other times they will lock it, and leave it to delete later. Locked and left up usually means that we want other users to have a chance to view the thread to get an idea of what is/is not allowed.

A thread that is deleted immediately is either 1) Because it is offensive, or 2) There is a similar locked thread existing in the forum."

Now, who/what determines what is/is not allowed? Is there already a defined set allowed? Is it by the moderator's discretion? Or are there guidelines and such?

I am developing a forum system, but the moderators are not going to be forum experts, so I just want to give them an idea of what is/is not allowed and how to deal with it... just wondering how things are done on a professional site.
 
It seems to me that common sense is the rule of thumb. Inappropriate links, speech, and behavior are not allowed. Depending upon your forums' age/maturity group is where you should decide to draw the line.
 
They don't write down the rules. That way, there's no strict standard and they can ban people for anything they deem bad enough.
