The 'Programmer's Symposium' section of Arstechnica's forums is really good, plenty of professional programmers there.
 
Good old fashion Usenet is also a wonderful resource. Check with your ISP to see if you get news server access (and if not Borland has free access, though only to the Borland groups, but they do have standard C/C++ lanuage groups).
