formatting an external harddrive??

How can I format a harddrive that I connect to my computer through USB? I would format it through my XP cd boot, but I dont even have IDE wires. Is there anyway I can format this new harddrive in windows? thanks for the help in advance.
 
All you do is connect it, right click on My Computer, Manage, then go to Local Disk Management. From there you'd select the external drive and you will have to create a partition and then format it.
