Formatting a notebook hd...

Yep, same electronics only smaller. fdisk, PartitionMagic, etc. etc. all work on IDE notebook drives the same as on a desktop.
 
Nope, if you just want to reformat a partition you shouldn't need FDISK. However, in certain cases (one of them being if you have a boot virus) you may need to run FDISK with the "/MBR" option which will not FDISK the disk--it just rewrites the master boot record.
