Formatted old HD, System Volume Information remains

Is there something I'm missing here? Formatted in windows, then used the Seagate software that came with it to reformat/repartition it, and the system volume information folder remains. Or is it a new one? I dunno. Do I have to fdisk this thing? If so, how do I do that? Help, please.

Boot from the windows (XP?) CD

in the setup delete the current partition, then recreate, ten do a full format in NTFS, then go through the setup as per normall
