only if you have an extra hard drive, a bootable cd/zip disk, etc. you need a way to boot, and the hdd getting formatted won't be it. also, you'll need to run the format.com command off a drive other than the one you're formatting.

fwiw, the win95 cds are not bootable.
 
Go into the Control panetl -> add/remove programs -> setup disk and create a startup disk. that way you can use that to install Win95 later
