format laptop

I have a laptop that was thrown out with other rubbish in a cleanup. It is running NT and is password protected, but it works. What i want to do is format the hard drive and install windows 98 so I can use it.
I have a Windows 98 boot disk on CD but can't boot from this disk.
I got into the bios screen by pressing F10 and got the option of changing the boot disk, but when I pressed ok on this option I got a message saying the pc wasn't able to do this.
Like I said, the laptop was in the garbage. All I want to do is get rid of what is on it. I got into dos and tried to format C drive, but I was not allowed to do this either.
Any ideas on how I would be able to delete whatever is on there and start again.

He said to use DBAN ... download it at the link listed above.
It will completely wipe the hard drive ... You can then install
whatever OS you want to .. You will need the drivers for your
computer & you should get them Before you wipe the Drive.
Download them for the OS of your choice to a CD or USB flash drive.

You were not too clear on where the password is. Is it in the BIOS,
the Window Login Screen or on the Hard Drive ? ? In some cases,
you can clear the password in the BIOS Setup Screen.

clearing bios on a laptop is more complicated for security's sake. You'll probably have to call the manufacturer or find the steps for that model of laptop using Google.
