Format for grad school statement

I am getting ready to send in my "statement of reasons for graduate study" to a university graduate school admissions department. Now, should I put it in a general letter format such as

To the graduate school admissions coordinator,

Thank you,

Name




Or should it be just the statement without a signature or anything?
