Hot damn, it seems to be working. My FPS aren't plateauing like they were before, smooth framerates without god-awful tearing from having vsync disabled. Thanks Jeff7.
It allocates a third framebuffer to which the video card writes to when the front and back buffers are full.
It can help when using vsync although it certainly won't cure all of the problems that enabling vsync causes. Also the extra VRAM required for it reduces the card's effectiveness at higher resolutions and when using FSAA.
