Forcing Refresh Rates: will it damage the monitor?

Edit: So I did a bit of research and LED backlit LCDs don't really have refresh rates, they have flicker. Problem solved. Thanks guys!
 
They do have a refresh rate but the bottleneck is usually going to be the response time.

There are 120hz TV panels now but I think that has more to do dealing with 24fps film content than anything else.

Experts can correct me if I'm wrong and/or explain it in better detail.
