Forcing HD 4000 into full clock speeds?

I tried to find something through Google and came up blank, so I'm guessing it's not possible. I've tried the usual turning off all of the power modes in the bios, and turning Windows power management to high performance, but that just changes the CPU clock, and does nothing to the GPU.

The HD 4000 has got to be the single worst piece of hardware I've ever owned. It never clocks correctly, the resolution scaling works arbitrarily, most of the shortcut commands in the drivers do nothing, and it's performance in old games is pathetic. My plan to use it before I get a dedicated GPU is turning out to be a horrendous experience.
