Forcing Dell Inspiron 5000 VGA output on with ATI driver?

I have a VGA to S-video and composite cable from my Matrox G450 at work.

I also have a laptop with an ATI M3 (Rage 128 Pro I think) 16 MB and both the VGA out and the S-video work fine hooked up to a standard VGA monitor and TV respectively. What won't work is a TV hooked up to the VGA output using that cable I mentioned above.

The ATI drive says nothing is connected.

Is there any way of forcing the VGA output to on?

Is that converter cable appropriate for this setup anyway?

The only reason I want to use this cable is for the very rare occasion I'll need to use a composite output from this laptop. (This laptop does have one built in.)

The laptop is a Sceptre 69002 aka Dell Inspiron 5000.
