Forcing CPU Priority on Applications

A couple background apps I have... I don't really care about them much and I would prefer that they only get CPU time when it is available instead of stealing it from games or more important apps. Right now I am just manually setting them in the taskbar to lower priority which works great and everything runs smoothly, however, I have to do it every time I reboot. Is there anyway I can make this more permanent?
