FORCE delete in XP/Find usage of file

Well theres this file that KEEPS ON STAYING THERE....691 meg DIVX file on my c drive...in a uninstalled kazaa folder. When i startup it duplicates itself and i have to delete the duplicate.

When i look the delete the original, it says this file is in use, when i KNOW it isnt....can i find out what process is 'using' it or somehow force a dlete of it?
 
oh yea and i tried to use the system repair console and it gave me acess denied with the chdir command...and the cd command wouldnt work.... (cd path right?)

am i using the wrong command(def possible as ive only used linux consoles in the last two years)
