FORBIDDEN (HTTP Error 403

So this is the first message I've posted but I'm having a technical difficulty... I just got my DLS installed and its working fine but when I go to some websites it gives me this message:

"You are not authorized to view this page" and says HTTP Error 403 (Forbidden)

I don't have a firewall and I've called my DLS support people but they seem to not have a clue. I've also downloaded the Internet Explorer System Pack 1 but that didn't fix the problem either. Does anyone have a clue what I can do????

I CAN get into my yahoo mail and email accounts but I CANNOT get into my hotmail email account and other sites that are secure (for example, when I have tried making purchases online). Just 2 weeks ago I had dial-up and never had this problem before so I keep thinking its the DSL but the tech support guy thinks I am crazy! He's probably correct, but I would like to be able to check my hotmail account and make purchases online.... Please help the damsel in distress! 😕
 
Hey, it's kinda weird, but I think this might work:

Head to Start -> Settings -> Control Panel -> Internet Options. Then choose the "Connections" tab. At the bottom you'll find a button titled "LAN Settings", click it. It'll open a new window, and under Proxy Server make sure that "Use proxy server for your LAN" is UNchecked; if it is checked, just uncheck. I think it's a little different under WinXP: if you can't see this option, go ahead and tick the checkbox and see if you can't go click the Advanced button. Then remove all advanced proxy entries. Try restarting; a restart of IE may do the trick, but a full restart couldn't hurt. Just in case this doesn't work, be sure to take note of all the things you have UNchecked and removed, so you can apply them back on. I'm thinking this'll work, though.

If the first solution doesn't work then try to get ALL critical updates offered through Windows Update. If that doesn't work, then after getting all critical updates try my first suggestion again and reboot.

If none of that works, well... sorry.
