You should use a mini-ITX mobo - it has been done several times. The power requirements of most microATX mobos would be prohibitive for such a project.

Making it fit would be fairly moderate with lots of time. I would image making it look like an actual rc car rather than a computer stuffed in an rc car would be difficult.
 
Depends on how much space you have in that RC vehicle. It would also take a bit of planning to do the airflow (which we all know is uber important).
