Ok, The Pastor of my church wants a new computer for his church. $700 USD budget.
I keep wanting to build for Gaming but need a basic system, with a O/S license. I need some input please...
needs for E-mail/surfing/Wants MS.word but I will push towards Open office.
Was thinking AMD APU/ Fm2+ mobo?
Not sure, but will assume at this point he can use existing Monitor.

If you don't mind a few scratches on the exterior, you can regularly find complete used Sandy Bridge Core i3 systems for ~$150 on eBay with a genuine Windows 7 license. And since it is Windows 7, you can install the Office 2010 Starter version on it. Heck, I recently bought a couple Pentium G630 systems for $90 shipped each, Win 7 Pro license with them both.

Just because $700 is budgeted, doesn't mean it's wise to overspend. The DC5850 has a Radeon 3100 graphics chip, more than plenty for Windows 7 aero interface on a basic 1-monitor setup. Pick up a new basic ssd for $50 & additional 2gb of ram for $20. You have yourself a computer @ $150 that for what the pastor does, will be hard-pressed to notice any difference in speed between this and that above Core i5 system.

I would agree with a prebuilt. This is a very good price, but an i3 or even a haswell pentium would be sufficient.
 
Yeah, a prebuilt these days is just the easy way to go for way less than that much.

Not that I'd use it myself but not like he's gaming on it.
