For SSDs, does 1KB = 1024 bytes or 1000 bytes?

For SSDs, does 1KB = 1024 bytes or 1000 bytes? Conventional HDDs do 1000 bytes = 1KB, but Windows does 1024 bytes = 1KB, resulting in discrepancy.

From what I've read and seen all memory based devices are rated as 1 KB=1024 Bytes

All my flash drives and even the SSD's in the netbook i played with showed correct reportings of size, now you loose some due to formatting.

The problem is the manufacturers measure in 1000=1. This makes a discrepancy, it all depends on if manufacturers got smart or not

Good question. I just checked some SSD vendor specs -- OCZ and Intel, and both specify G as decimal. This makes sense on a couple of different levels -- first being that it's sensible to the general population and also that they're comparable and "competitive" with hard drive specifications.
