looking to create a For Pay hot spot..

i need a way to manage how many devices can connect simultaneously per account

Plan 1 offers unlimited wifi per single device ( in other words, you can connect any device but only 1 at a time and get access to unlimited wifi)

2nd plan offers unlimited wifi access for up to 5 devices simultaneously ( so you and your sister and 3 other ppl can browse at the same time)

I need a way to manage this. can anyone recommended a solution. I've seen several management tools but they are all based on selling wifi time... i need a robust way to manage how many devices can connect with a single login account
