For anyone who saw Leno last night - what is that thing they call Ross?

I saw a little bit of Jay Leno last night, and they had something named Ross going around interviewing foreign sportscasters and Bob Costas. I spent the entire time trying to figure out if it was a he or a she. It looked like a he, and I think I heard Jay refer to it as a he, but it's voice was completely female. It's not like it was your stereotypical "gay" voice, it was the voice of a woman. I was so confused. Can anyone clear this up for me?
 
More importantly, he's not funny.

Bring back the girl with the "He~~he~~~he~~he~~~~he~~~" laugh!

I disagree. He purposely talks like a woman, thus it is natural to think that he is gay. Yes that is using a stereotype: he may not be gay. However, if you watch all his segments, Ross tends to check out the guys a little too much for him to not be at least bi. It could be an act, just to get on TV. But whether it is real or not doesn't matter: he is purposely talking like a woman.
