Easy. They just make a rule and then say that anyone not interested in abiding by it should enroll elsewhere and don't let the door hit you on the a$$ as you leave. Most schools have no shortage of applicants so they get to set things up however they want.
The university I went to built new dorms that didn't fill completely up, so they made a rule that, unless you were married, you had to live in a dorm until age 26! They're still around and thriving many years later.
