Yes, without a doubt. Some of them are considerably inferior without a DVI connection(some aren't quite as bad, but there is a decent step down). LCD's work on a digital signal before they display the image so they have to take the analog signal from a standard VGA connection and convert it back to digital. You end up going digital-analog-digital which takes away a lot of quality.

IMO NEC/Mitsubishi(same monitors). I think most people would agree that either Sony(FDTrinitron) or NEC/Mitsu(Diamondtron) have the best monitors, I prefer Diamondtron tubes over Trinitron as they have a more even quality picture across the entire screen to my eyes. The Mitsu FP2070 and NEC FP2141 are the best 22" CRTs in the 'reasonable' price range(you can do better stepping up to the ~$1500-$2000 range, but not that much better and certainly not worth the price difference).
are all crt monitors using the old sub vga connectors ?
Pretty much yes. You can find a couple CRT monitors that use a DVI connector but they will still have a DAC so they end up being analog signal anyway. If you do decide to pick a 22" monitor I would do yourself a favor and make sure you pick up a Matrox board to drive them. While ATi and nVidia may have solid 2D for lower end monitors, they can't touch Matrox for high end 2D applications.
