Food Legality Question

While I know that the FDA monitors the production and 'safeness' of food and drugs released within the country, who determines what is and isn't legal to eat... Personally I've never dined on dog or cat before, but if someone were to do such a thing would they be convicted of animal cruelty? Do the animals need to be raised with the intention of consumption? People eat cows, pig, deer, fish...I'm just curious as to who decides what is ethical and what isn't...

I don't think it's illegal to eat cat, dog, horse, etc...

We just don't do it.
