Following up on job introduction

I am currently in grad school and would like to work full time. I spoke with my former boss (economic development agency) who sent an introductory e-mail to three people. They are:

1) The head of the ED agency for the area I am in. He replied to my boss suggesting I contact a particular person at another agency (that won't pan out for a number of reasons).
2) The head of another ED agency for this region.
3) The head of a small Economic Development library in the area

Now, I have never been in this situation before. How do I follow up with these people. Do I e-mail them introducing myself personally (I am assuming I would just send a thank you note of sorts to #1)?

1) Why not follow up? Why not send a cover letter including your resume?

3) Hmmm, why not follow up and send a cover letter including your resume?

You must understand, a cover letter and resume means much more than an E-mail.

Nobody is going to knock on your door and say "hey! I want to give you a job, please come work for me!" Go do the work to get it. Get to work.

I'd say dont bother #1 - he did what he coul;d and only "thanks" should be given by your previous boss - I'd be mad at my "friend" for emailing me about some kid who started bothing me after I did what i could already.
But like said above send your resume + cover letter and tailor it to the particular company to each guy if you dont hear from them in a couple days.
