focus policy of KDE in Windows XP?

I have been using KDE at work. One thing i like about it is the focus policy. You can scroll and type in windows that are in the background without giving them the focus. is there any way to change windows XP so that you can do this? i hate having to click on windows in order to scroll in them. thanks
