FO3 or FO:NV For mods

So I love playing a heavily modded oblivion but its too unstable for my liking. So I switched to skyrim which is solid as a rock modded to the max and I want a game with guns that I can mod. Ive enjoyed playing Fallout 3 with a few mods, and I really didnt like New Vegas at all, but ill give it another shot. Basically I want to know which game has better mods for it. Im talking about weapons, armor, enemies, new locations. But primarily im looking for quest mods, I want to know which game has the best quest mods or mods that add extra land. If I had to pick one I would pick FO3 because it has great DLC, but I dont know what DLF FO:NV has so if its anything like point lookout/zeta/the pitt then im all for it. Also, link me to some great mods from both.

Overall Fallout 3, cuz it was new and full of issues and people loved fixing it up and adding cool shit.
New Vegas can make use of pretty much every single mod Fallout 3 has, but nobody wants to put in effort to port them over. Its assumed folks will just do it at their leisure, but if they have, they sure never posted them back up at the Nexus. Also since it felt like pretty much the exact same game just different adventures, people were less motivated to go buck wild making new mods. There wasnt nearly as much hype and enthusiasm going for it, which is a shame cuz in many ways its superior.

There are plenty of F:NV mods, but there are more high quality ones for FO3, IME.

Fallout 3 is a meh game and a terrible fallout game.

Fallout NV is a great game and a pretty good fallout game.

And the add-ons had much more color if that was really so important to you.
I agree it doesnt make much sense there would be so many traditional cowboys in the post-apocalyptic future. But I suspect thats something which could be fixed with a single mod. In fact thats the best feature of any Bethesda game. Something you dont like? Fix it! Make the game better.
People complained about the leveled monsters in Oblivion. There were dozens of mods to correct it.
