My Leadtek Winfast XP Deluxe TV tuner card can pick up FM stations and has a stand-alone program with presets, recording, station renaming, etc. I love mine and it's a great deal ($40-50 shipped from Newegg) for a card that lets you watch/listen/record TV and FM radio.

Most of the TV tuner cards (in the Video Card section) on compgeeks.com ($25. up) also have FM tuners on them.

I doubt you'll find just an FM tuner (no money to be made there). As I said they are TV tuner and video capture cards that happen to also have FM on them. There is a couple of old Reveal FM tuner cards on eBay, but you have to have an ISA slot to use them... ;)

I use the NewQ Platinum which costs more but is worth it IMO because of it's features and I have it hooked to my MoBo's Sound and use my Audigy2 for others stuffs.
