Fluctuating Voltage

I was just wondering how much is "normal" for voltage that fluctuates with the cpu?

I just happened to notice it using CPUZ. I have an Asrock Dual Sata2 motherboard and a AMD64 4000+ cpu. But the voltage reading on cpuz is constantly changing anywhere from 1.344v to 1.392v. I have it set to 1.375 volts in the bios I believe.

And if this is not normal, would it be the motherboard causing it or the power supply? The Power supply is a CoolerMaster 430w True Power.
 
I see the same kind of fluctuation with my power supply listed in the sig. I think this is normal, I have my Opteron 185 set at 1.3v in the BIOS and CPU-Z shows 1.328 on the high side and 1.280 on the low side. Most of the time it's 1.312.

Prior to the Opteron 185 I saw similiar behavior with my Opteron 146 on the same equipment.
