Fluctuating Temp

XP 3200+ running at 45 degrees steady, then 40 degrees steady, (while using computer normally, IE, background programs, WMP 9)
I've got a Cooler Master Jet 7 using Arctic Silver 5 paste, put in less than a week ago, according to PC Alert it's running steady at 40 degrees, then i check 5 minutes later, and it's 45 degrees, 5 minutes later it's 40 again, i spent 10 minutes just watching it, and it stayed at 40. Is this something to do with the paste? it said on their website in the application instructions that the temp of CPU will decrease by about 5 degrees once the paste has heated and cooled a few times, but i reckon it should stay there, not jump back up to 45 now and again, any suggestions why this could be happening?

It's nothing to worry about. It sounds like it's reading the die temp. A CPU die has a very small surface area in relation to it's heat output. That makes for very sudden drops/increases in temps. A medium load on a processor can increase it's temp by 5 or even 10 degrees in a split second.
