Fluctuating brightness in games with 8800 GTS 512

I recently built a computer using the Feb 08 TechReport system guide, and am having an issue with the Geforce 8800 GTS 512. Ill do my best to describe it:

When I load 3D games such as Oblivion, Witcher, even WoW, there's fluctuation/strobing in the brightness, oriented in horizontal bands across the entire screen when looking at complex images, like several NPC characters or more impressive areas in-game. This phenomenon isn't always present--it occurs when I'm looking at these complex objects. If I face my character at a brick wall, the flickering usually goes away. Older or less system intensive games like Morrowind or Civ4 aren't affected by this.

A few examples:
In The Witcher I could be staring at a said nondescript brick wall and have no problem, but then I swing the camera to view some of the npcs the shimmering/flickering is present. In World of Warcraft I'm fine in the majority of the areas, but again I get that weird fluctuating brightness when in some of the newer Burning Crusade areas like Shattrath City.

My performance is not impacted in any way, the GPU is cooled properly according to Nvidia nTune, I'm using current drivers, everything is seated properly, and its probably not a refresh rate issue because I'm using an LCD. My google-fu has failed me, because words like flickering/shimmering/strobing are somewhat vague.

Again, I'm not experiencing artifacting, corruption of textures or anything like that, it just seems like the display itself is flickering. When I run games in windowed mode, the flickering is present in the game window but but not the desktop around the window, so I'm assuming its not a monitor issue.

A monitor will have isssues with brightness if the bulb is getting ready to die on you. Does this happen only in games or is it happening all the time?

Its only in games, and really recent 3D ones. I ran some of them in windowed mode and effect was confined to the game window, so I dont think it can be the monitor.

The monitor is a Sceptre X20WG Naga
